WILLIAM JESSE CARTER Among the pioneers of the Northwest Territories, few have had a more interesting and useful career than William Jesse Carter of Edmonton. For a number of years he has been one of the most prominent building contractors of this city, his business now being conducted under the name of Quinlan-Carter Company, Limited. This firm has had the important contract for cutting all the stone used in the new Parliament buildings of Alberta. Mr. Carter's first connection with the Northwest was back in the early years before railroads and civilization had gained secure dominion over the wilderness. He was a young man of twenty-five when he came out from Ontario and by way of St Paul arrived in Winnipeg on the 24th of May 1879. As one of the pioneers of progress he ventured still further into the West, and making his journey by bull train over one of the old trails, he arrived at Prince Albert, Saskatchewan, July 24th of the same year. In this frontier settlement he began business as a contractor. His first work here was the building of old Emmanuel College for the Episcopal Bishop. Prince Albert remained his home and place of business for eleven years, and he passed through all the experiences of life in the West during that time. During the Rebellion of '85 he carried a gun for sixty-three days. He also assisted to construct the Cordinaad Fort for the Mounted Police at Prince Albert. His house, which stood outside the Fort, was pulled down in the spring of 1885 by order of the police, who considered the building a menace to the Fort in case of attack. The fight at Duck Lake occurred on the 26th March, and his house was razed the following day. Graham Nelson, now Sheriff at Prince Albert and Mr. Carter did the first duty of any volunteers during the Rebellion of 1885. They were instructed by Colonel Sproat to guard the person of Louis Schmidt, Deputy Land Agent of Prince Albert, who was suspected of being a rebel, and to prevenbt him from joining the rebels at Duck Lake. In 1890 Mr. Carter moved his headquarters to Calgary, where he remained for two years. He built all the station buildings on the Prince Albert branch and the Calgary-Edmonton branch of the Canadian Pacific and also on the Calgary-McLeod road, and all the roundhouses on both of these lines. From Calgary he returned to the East and had charge of the building department of the Montreal Street Railway Company from 1893 to 1903, when he moved to Edmonton, which has since remained his permanent home. He entered a partnership with Mr. John Quinlan, of Montreal, and the present firm of Quinlan-Carter Company, Limited, has since been one of the most enterprising concerns of the kind in the Province. William J. Carter was born in Peterboro County, Ontario, December 5, 1854, a son of William and Jane (Graham) Carter, substantial farming people of Ontario. He received his education in the public schools of Peterboro County and there laid the foundation of his subsequent business career by learning the building trade. During his residence at Prince Albert, Mr. Carter took an active part in the Municipal affairs of the town. He was Chief of the first fire brigade from its organization, a special distinction since this was the first fire brigade in the Northwest Territories. He also served one year as School Trustee. He is a member of the Masonic Order and was transferred from Kinnistoe Lodge, No. 16, at Prince Albert, to Edmonton Lodge No. 7, of which he is now a member. He is a Liberal in politics and a member of the Methodist Church. He was married in 1904, to Miss Christine Anderson of Minneapolis. By a previous marriage his children are: Donald James, Robert Stewart, Fred Gardiner and Hugh Baker, and by his present wife he has one son, Emmett William.3 |

| Anecdote* | How Mac won his DFC, as related by David Carmichael: Towards the end of the war, Mac's squadron was based in Italy. The Germans were in full retreat in that area, as well as others. The highways were plugged with their troops, their trucks and their heavy armament. Because of their vulnerability to attacks from the air, they moved their anti-aircraft equipment with them. The Allied Air Force was ordered to destroy a key bridge to hinder the German retreat. A number of unsuccessful attempts had been made, when Mac's squadron's turn came. The planes reached the target area in the afternoon. Mac's aircraft, nicknamed the Dark Angel, was one of five. To try to be effective, the risky low height of 15,000 feet was decided on. Mac's skipper made the approach, and Mac took command as the target came in view. Because of the unsteadiness of the aircraft in the heavy flak, Mac couldn't release the bombs with any hope of accuracy, so he ordered the skipper to make another run, a highly unpopular decision among the crew. On the second run, Mac ordered the altitude to be reduced to 10,000 feet. Then Mac called for "steady" (no evasive action). A few second later he called "bombs away" and the pilot took over again, with decisive evasive action. The bombs made a direct hit depriving many thousands of German troops a retreat route. At the debriefing after landing, the report of the direct hit went immediately to higher command. The award of the DFC was almost immediate: "in the field of battle." The resulting capture of a large number of enemy toops enabled the Americans and the Canadians, among whom were the Princess Patricia's Canadian Light Infantry, to make a faster surge forward in the battle for Italy. NOTE by brother Hugh Carter: Mac once said to me that his DFC was associated with a bombing of the Ploesti oil fields in Roumania, but I imagine that Dave Carmichael's account is more valid.1 |

| Anecdote | A momentous year for the family. With permission from the schools of the three younger members, Mac, Sally, Doria (22), John and Hugh (15) set out for a year of touring Europe. Great fun for all! In the summer they visited Hugh and Mona and family at Virginia Water in England, followed by much touring. In December they rented a villa at Cap D'Ail, only a few miles from where Jackie and Art Ralph lived in Monaco. There was enough room to have Hugh and Mona with four kids to stay over Christmas and the New Year. And a fabulous time was had by all. To cap it all, Mac had given Jim Moodie, Doria's boy friend, a ticket to fly over from Vancouver. On the rooftop of the villa, and under a starry sky, Jim proposed to Doria. They came down from the rooftop to share the news with the rest of the gang, including the Ralphs. Doria and Jim were married later the following year, 1971. |

| Anecdote* | In a letter to Lesley (Carter) Foden in Jan 1998, John Harvie says that Donald Carter was a civil engineer. It is doubtful that he had a university degree in civil engineering because he started to work in Montreal at the age of 16. He was perhaps self taught, perhaps by correspondence course. He was the representative in Northern Alberta for Dominion Bridge Company of Montreal, while his brother, Robert Stewart Carter was the representative for southern Alberta based in Calgary. In the same letter, John Harvie also wrote "I remember him as a stocky quiet man who had drafting tables covered with blue prints in the basement of their home in West Edmonton. That house, by the way, was and still is, a substantial, very nice brick home in the best part of Edmonton, both then and now."1,3 |

| Anecdote* | Excerpt from "Forgotten Echoes", 1982, published by Forgotten Echoes Historical Society, Blackfoot, Alberta, p 284. THE CARTERS As told by Mrs. K. Knight to Jessie Moore In 1904 Fred and his brother Donald filed on their homesteads NE 12-51-2-W4 and NW 12-51-2-W4 respectively. Two years later their brother Hugh took out the SW 12-51-2-W4, and the following year their father, W.J. Carter, filed on the SE 12-51-2-W4. They had all of Section 12 under the Carter name and had hopes of forming a ranch. Things didn't work out as planned. Fred and Florence eventually moved away from the area and presumably disposed of their share before leaving. After the war Hugh died and his wife sold his share. They raised a family of six children, namely Donald, Kate, Bob, Hugh, Douglas and Anne. Fred took an active part in helping form the new school district of Staplehurst. He was on the board from its beginning as trustee and then chairman until he left the area. He and Florence raised a family of six children - Donald, Kat, Bob, Hugh, Douglas, and Anne. Most of the children began school there. The Carters contributed much to the early district's activities. In the 1920's they moved to Powell River where most of the family still live. NOTE BY HUGH MUNRO CARTER: It must be recognized the above article is a reminiscence. At the time of enlistment in the army, Hugh worked in a lumber yard, so he was already off the "ranch". Hugh didn't die until 1922, and it can only have been then that his widow sold his share. Also, it is known Fred worked in the Carter/Quinlan quarry near Calgary as a timekeeper about 1911/12.4 |

| Milit-End* | He ended military service on 14 November 1818 at Clonmel, Tipperary, Ireland; Saw service in Ireland and America. NOTE: We have no details of where he served in America, but possibly his regiment was there because of the war of 1812-14 between Canada and the United States. This look at Canada probably influenced his decision to return as an immigrant. Also, as an ex soldier, he had certain benefits to call upon in settling in his new land. For most of his service career he was a private, but was promoted to corporal two or three months before his discharge. |
| Anecdote | No hard record has appeared about Robert's life between his discharge from the army on 14 Nov 1818 and his marriage in Cobourg to Elizabeth Maharry on 09 Mar 1824. Obviously between those two dates he emigrated from Ireland. Possibly there is some truth in the account by Charles Whitfield Carter that Robert and his father farmed the land together, his father was murdered, and Robert soon thereafter joined the army. If that is true, he would probably not go back to farming after army discharge, but would set out promptly for Canada. So, on that basis, he arrived in Canada 1819-20. Seemingly he worked in Cobourg from the date of his marriage until the death of his wife Elizabeth in October 1827, since his son William was born there in Dec 1824, as was his daughter Mary Jane in Apr 1826. He married Ellen Beavis (nee McMannah) 07 Jun 1830 in Otonabee. A trace of a family legend says he travelled back to Ireland to find a new wife; Whether he did or not, he married Ellen in Ontario. Strangely, she made arrangements for someone else to bring up her son, Adam Beavis, and became the stepmother to Robert's children. Why wasn't Adam included in the family? Probably when Ellen was widowed, she was overwhelmed with a farm on her hands and three small children. It would seem that she had little recourse but to "place" the children wherever she could. Presumably, after she was then unencumbered and arrangements for the children had been finalizes, she met Robert and they married. |

Thomas Tupper and Thomas Bavis both of Monaghan, 5 June 1830 at Peterborough [1846] The b. is an abbreviation for bondsmen, the number in square brackets is the bond number, and the date is, I believe, the date on which the bond was registered. The bonds are housed in the archives somewhere. The full reference is: Marriage Bonds of Ontario 1803-1834, Thomas B. Wilson, Huntingdon House, Lambertville, New Jersey 1985 ISBN 0-912606-26-6 There is also a book entitled 'Marriage Notices of Ontario' that was published in 1980 by the same company - it contains transcripts of marriages notices in various Ontario newpapers of the 19th century. | Anecdote* | This was the day, 11 Apr 1834, when Robert Carter took title to his first piece of land, Lot 27, Concession 5 in Otonabee, 200 acres in size. It was bounded to the south by the road to the town of Peterborough, and to the east and west by township concession roads. Later, he was to acquire lots 28 and 29 immediately to the north, achieving 600 acres in all. The price was "one hundred pounds of the lawful money of the Province of Upper Canada." In those days Otonabee was in the county of Northumberland. The document (copy in file "Original Documents") was dated 23 Jan 1835 (?), witnessed by Jeremiah Lapp and John Tutti, and signed by R.H. Throop, Deputy Registrar. It became registered 02 Oct 1835. See Ontario Township Papers, Otonabee Twp., Peterborough County, page 154. Iit took Robert about 14 years from the time of his immigration to make a homestead. this seems surprising in light of that he was undoubtedly entitled to soldier benefits. We do know, though, that when Ellen Beavis was widowed in 1829, she married Robert in 1830, and presumably they farmed the Beavis property until they purchased the Carter property in 1834. Could he have been working on the Beavis farm when James Beavis suddenly died at the age of 28?8,4 |

A Discussion about the Genealogy of Robert Carter (1790-1872)
who emigrated to Canada from Ireland.
There are ample records, including an old family bible, of the history of our Carter
ancestors back to Robert Carter who arrived in Canada from Ireland sometime after the
Peninsular Wars, probably about 1823-1824 (because his son William was born in Canada
in 1824). He eventually bought a farm near Peterborough, Ontario in 1834; a copy of the
deed, with his signature, is in my files.
The unsolved problem is his ancestry. My father Robert Stewart Carter told me that the
family was centered around the town of Mountrath, Ireland, about 70 miles southwest of
Dublin. The evidence is very strong that such was the case, but so far no irrevocable
proof has been established.
Robert Carter’s parents were undoubtedly William Carter and Rebecca Julian, but no
known records have been uncovered to establish their existence. One report says William
was an army captain, another that he was a farmer in Ireland and was murdered on his
farm in Catholic/Protestant strife.
The objectives of further research are to identify and document the antecedents of Robert
Carter.

GENERAL BACKGROUND
Said to have left Ireland about 1812 (he would have been 22) to fight in Peninsular Wars,
discharged about 1815 and may have obtained assisted emigration to Canada which was
common especially for soldiers. He married Elizabeth Maharry on 9th March 1824, but it
is not known where. A son was born in Canada 12th December 1824 (William).
A family report says he was known as Bob the Weaver (at the beginning of the 19th
century Mountrath was a “hive” of industry, especially in the weaving of stuffs and
tammies). The town was founded in 1628 by the Coote family.
Two family reports differ on the occupation of Robert’s father, William. One refers to
him as Captain William Carter, the other records him as a farmer who was killed by
Catholics on his rented farm, after which his son, Robert is said to have worked the farm
for awhile, then gone off to the wars. William’s wife was Rebecca Julian (from an old
aunt’s notebook).
I have a letter written in 1930 by Robert’s grandson (William Jesse Carter) which refers to
his grandfather’s (Robert’s) Tipperary connection.
Mountrath
The evidence that the family came from Mountrath, Queen’s County (Laois) is strong and
virtually conclusive. The parish records in Mountrath and Port Laoise show many Carters
in the area between 1750 and 1820 and later, but unfortunately the vital birth records of
the 1790’s which might have verified Robert’s birth are missing. There were at least two
William Carters in the area in the late 1700’s.
On 16th April 1810 a Robert Carter was appointed a warden of the Church (now known
as St. Peter’s), which fits in with a family legend of being connected with the Church.
At a meeting 31st March 1812 the same Robert Carter signed the minutes together with
Christopher Julian. Since the Robert Carter in Canada named one of his sons James
Julian, there appears to be a tie-in with his mother’s name (Rebecca Julian) and this Julian
family in Mountrath.
At a meeting 20th April 1813 new wardens were appointed and Robert Carter signed as
one of those present, not as a warden. His signature reappears in 1820, 1823, 1824 and
1828. This seems unlikely to be our Robert because he signed in Mountrath on
25-10-1824 while our Robert signed in Cobourg 31-10-1824.
Who was the Robert Carter who settled in Canada? Land records show a Robert Carter
in Rathdowney, a town SW of Mountrath near the county border of Tipperary. He signed
his name for land records in 1812, 1813, 1814, 1815, and 1821. If going off to the wars
was an error or a legend, this could be our Robert Carter. His signature is very similar to
our Robert’s in Cobourg in 1824. Strangely, Robert’s signature in Cobourg is somewhat
different from the signature on his land deed in Otonabee (near Peterborough) in 1834.
However, the Cobourg Robert and the Otonabee Robert are the same man.
In the Mountrath parish churchyard is a tombstone:
“To the memory of William Carter of Boughlone who departed this life
the........December 1793 aged 67 years.”
This could not have been Robert’s father, because there is strong evidence Robert worked
the family farm with his father. But possibly his grandfather? or an uncle or a
grand-uncle? Boughlone is a nearby district.
Tipperary
In search of a Tipperary connection we spent a few hours (unfortunately didn’t have time
for more) near the town of Tipperary. Archdeacon Hogg of the Church of Ireland was not
available to open church records but we were directed to the village of Dundrum nearby
where some Carters resided.
George Carter, a farmer and secretary/treasurer of the church in Dundrum, Tipperary, told
us his grandfather, Adam Carter, 1843-1930 and his grandmother, Rebecca (1852-1894)
were buried in the churchyard.
George is still living (1988) in Dundrum. His father and grandfather were named Adam,
and his great-grandfather was Thomas Carter, a farmer who is said to have come to the
Dundrum area from Fantane near Templeberry.
This led us to a Mrs. Lynch whom we met about 1978/80 and was living in Borrisoleigh
north of Dundrum but still in Tipperary. Her knowledge of her ancestry was a little
sketchy but her great-grandfather was a Thomas Carter, and might be the same Thomas
Carter in George’s ancestry.
In any event it helps to establish that there were Carters in Tipperary, which isn’t too far
from Mountrath.
Thus, the research into the “Tipperary connection” has been meagre.
The “Tipperary connection” may refer to the town or the county, of course, and if the
latter, would require a very large search.
Miscellaneous Information
A possible clue is that it has been stated from an old family letter that after Robert came to
Canada he may have returned to Ireland for a wife. Whether they were married in Canada
or in Ireland, he was undoubtedly born in Ireland. Her parents were Hugh Maharry
(1763-1833) and Mary Jackson (1770-1843). We have not discovered evidence of the
name Maharry in Mountrath or nearby. Perhaps it can be uncovered in Tipperary. Or
Robert Carter may have returned to Ireland in search of a wife after the death in Canada of
his first wife, Elizabeth Maharry, in December 1824.
Robert Carter had a sister, Eliza, who also came to Canada, married John Fife and settled
in the same area as her brother. (His tombstone also records a sister Jane; Eliza’s
tombstone states “born Aug 2, 1798 in Queen’s County Ireland”.) Robert also had a
half-brother, Henry, who visited Robert in Canada, but whether he visited from Ireland, or
from some place in North America is not known.
Robert first landed in Canada at either Port Hope or Cobourg (less than 10 miles apart) in
Ontario.
It is reported that many Irish and English soldiers from Waterloo were assisted by the
British Government to come to Ontario. These were the Peter Robinson settlers in 1825
whose names are all listed and do not include Robert Carter’s. In any event, he was in
Cobourg in 1824 where his son was born. It seems likely therefore that he emigrated
between 1815 and 1824.
Possible line of reasoning of origins of Robert:
A William Carter was born in 1768 in Mountrath. His father was John Carter, hatter,
and his mother’s name was Sarah. Could he have emigrated to Tipperary to look for
work, or could he have joined the Army and been sent to Tipperary, and if so, could it
be that his son Robert was born there?
Another possibility is that Robert was in the Army stationed in Mountrath, had no
close relationship to all the other Carters there, and was later moved on to Tipperary,
obtained his discharge to take up farming, later emigrating. Unlikely.
Additional research into the Rathdowney Robert could be rewarding.
Little has been done by me to research the Julian name and since it is not at all
common, perhaps some work in that area would be profitable.
